According to a statement on the website of the Accounts Chamber, cinema since 2016 has become one of the priorities for budget spending and has been included in the development strategy of the country's cultural policy until 2030.

At the same time, according to analysts of the Accounts Chamber, the industry has no development guidelines for the long term.

It is noted that from 2017 to 2019, 22.8 billion rubles were spent from the budget to support Russian cinema. Of these, 17.9 billion rubles (78.6%) were spent on the production of domestic films.

It is noted that the mechanism for selecting applications to support the production of cinema is not transparent: the expert councils include representatives of the cinema community, which are at the same time the largest recipients of subsidies. The Accounts Chamber said that this creates financing risks from the budget of affiliated projects.

Earlier, the Minister of Culture of Russia Vladimir Medinsky informed the Russian leader Vladimir Putin about the launch of a system of state support for the film industry, which is designed to help in the fight against “movie-cheaters”.
