Police in Essex, the British city that the victims were found in a truck near London are all Chinese citizens.
The victims were 31 men and eight young women and young women who were initially thought to be teenagers, the Essex city police said.
Essex County police questioned a 25-year-old man from Northern Ireland who had been arrested on suspicion of involvement in the crime.
