In these years we have seen how the executive power, the legislative power and the judiciary undermined them, facing difficult decisions and, with them, at their own limits, whether they were formal or self-imposed. The Supreme's own judgment, and the way in which it has been received in very different sectors, is an example of the corrosive action of the separatist process on our institutions and their link to citizenship. The panorama obliges us, therefore, to the task of strengthening the institutions that have been worn out during these years. It is well that their resilience has been demonstrated, as it is well that some precedents have been set: History is a firmer ground than speculation. But it would be very irresponsible not to shore up the weak flanks of these years. This can range from a modification of the crime of rebellion that adjusts it to the realities of our time, to a serious debate about the functioning of the autonomous State, the central government's control mechanisms on autonomy, what powers these should have and which ones should not , etc. In addition, the effort should not be limited to the BOE: a constant and courageous pedagogy should also be done about what happened in these years. Because it is not only nationalism who must learn from this stage; so should constitutionalism. And the case is that all this can only be done through agreements between the constitutionalist parties. That is the most urgent change of all.
