The State Duma plans to appeal to the prosecutor’s office and regulatory authorities to help them find about 50 billion rubles that insurance companies refused to transfer to the Fund for the Protection of the Rights of Citizens - Participants in Shared Construction. The story, I must say, is pretty ugly.

The law obliging insurers to transfer funds to the aforementioned fund, the State Duma adopted in June. It is assumed that from the funds accumulated in this way, reimbursement will be paid to equity holders in the event of bankruptcy of construction companies, as well as the completion of abandoned construction projects. The old order ceased to function after the entry into force of the law. He was extremely uncomfortable for citizens, because when applying to insurance companies for compensation, they quite often faced a refusal. Now, payments should be made automatically upon the occurrence of an insured event.

Actually, the development of such a bill is very characteristic of the legislative body, which it has become in recent years. The executive branch is forced to make unpopular decisions that complicate people's lives. The State Duma, to the best of its ability and ability, is trying to protect their social rights, gradually eliminating the remnants of the legal lawlessness that in the 90s of the last century allowed business to shamelessly rob citizens. The insurance industry is exactly the area where a lot of money is spinning. The lack of legal regulation allowed insurers to earn gigantic funds through unfair examination and unreasonable refusals.

Legislators decided to exclude the very possibility of deceiving citizens, which has acquired such a scale that it has become a serious social problem. After the law came into force, insurance companies had forty days to transfer the amount to the fund, the amount of which was determined after a detailed analysis of the concluded insurance contracts and reconciliation with the data of the developers. State Duma deputy from "United Russia" Nikolai Nikolaev called an approximate figure: in general, insurance companies raised about 54-56 billion rubles, which should have been transferred.

However, according to the parliamentarian, at the moment only 1.8 billion rubles have been received from insurance companies. That is, in fact, insurers refused to comply with the requirements of the adopted law.

Such a "hello from the 90s," says the speaker of the State Duma Vyacheslav Volodin, should not be left without the attention of law enforcement agencies.

The chairman of the lower house invited Nikolai Nikolaev to prepare appeals to the Prosecutor General of the Russian Federation and the Investigative Committee for the next meeting. “It was 54 or 56 billion. Why is 1.8 billion left? This is 3% of the amount that was, ”the speaker expressed his bewilderment. - This is where the problems and issues that require our control and solution. It turns out that insurance companies have accumulated these funds, but now they do not want to return. On the other hand, the self-regulatory organization of builders accumulated 80 billion in accounts, and they also do not want to invest them in resolving issues for which they are responsible. Let's figure it out. If necessary, we will invite representatives of law enforcement and regulatory authorities. ”

Indeed, big business sometimes continues to behave as if in the courtyard there are still dashing times, when the absence of appropriate laws made it possible to do anything. It is from there that there are many stories about the money raised for the construction of housing and the disappearance of the developer at the initial stage of construction or even before. The country has hundreds of thousands of deceived equity holders who knocked on all doors for years to achieve justice. There is every reason to talk about a whole category of citizens in need of protection.

It must be assumed that the Investigative Committee and the supervisory authorities after the appeal of the State Duma will be able to find the missing billions. In addition, those responsible for non-compliance with the law must be held criminally liable. In one of the most traumatic and painful areas of social life of Russians, it has long been necessary to restore order. And just like that - using all the necessary measures of state coercion.
