This is the first time an airline has been ordered to improve its business twice a year.

In relation to Japan Airlines' drinking problems, the Ministry of Land, Infrastructure, Transport and Tourism issued a first business improvement order in December last year with a pilot drunk case in the UK, and in January, the drunk case by a flight attendant improved the business. A recommendation was issued.

However, alcohol drinking incidents have continued since then, and three incidents in which alcohol has been detected by pilots have already been discovered since the beginning of this fiscal year.

In response to these problems, Koichi Wada, Director General of the Ministry of Land, Infrastructure, Transport and Tourism, in the afternoon of the 8th, handed down a business improvement order based on the Aviation Law to President Yuji Akasaka of Japan Airlines. This is the first time an airline has been ordered to improve its business twice a year.

In this context, the Ministry of Land, Infrastructure, Transport and Tourism is seeking to review employee education and ensure thorough self-management of employees, especially in pilot education where there are many drinking cases, including personnel from other departments to strengthen the management system. I am looking for things.

“We are aware that the second business improvement order is just the end,” said Akasaka, the president of Japan Airlines, in response to news reports.

MLIT Standards for drinking

The Ministry of Land, Infrastructure, Transport and Tourism has decided to reinforce the standards for alcohol drinking in response to the ever-increasing number of cases where alcohol is detected in pilots during pre-passenger inspections.

The Ministry of Land, Infrastructure, Transport and Tourism has strengthened the standards last year in response to a series of drinking problems. Specifically, domestic airline pilots are required to perform inspections using alcohol detectors before and after the crew, and even if a slight amount of alcohol is detected, the crew is prohibited from drinking globally. The standard of was established.

However, since there were a lot of drinking incidents of pilots after that, we decided to further strengthen the standards regarding drinking.

Under the previous standards, pilots were prohibited from drinking within 8 hours before leaving the office. However, this time, excessive drinking that interferes with the crew even before 8 hours before leaving the office is newly introduced. I decided to ban it.

In addition, the Ministry of Land, Infrastructure, Transport and Tourism will prevent pilots with excessive drinking habits from all domestic airlines that operate scheduled flights, and identify pilots who are drunk regularly. We issued a document requesting appropriate responses such as counseling without taking on board.

“The Ministry of Land, Infrastructure, Transport and Tourism is striving to increase the level of self-management for pilots as well as to ensure understanding and awareness of the appropriate amount of alcohol for pilots.”
