Turkish state banks open accounts for Russian citizens, provided that they have a residence permit and work rights. Ziraat state bank branch in Ankara says it opens accounts for Russians under a number of conditions.

Earlier, a RIA Novosti source in the Turkish banking sector reported that Russia and Turkey intend to create a bank to solve problems with transfers. The Turkish private bank Denizbank explained that they require confirmation of a residency permit in Turkey in connection with internal procedures, and not with American sanctions.
