The Investigative Committee named the motive for the attack on Governor Chibis. The head of the Ministry of Health of the Murmansk region, Dmitry Panychev, said that the condition of the regional governor is serious, but stable.
It was established that the perpetrator of the attack had previously been prosecuted under Art. 115 of the Criminal Code of Russia for causing minor bodily harm. The man explained that he committed the attack because he disliked the governor, although he did not know him personally.
