Russia's decision to unilaterally suspend its participation in the New START Treaty is "irresponsible and ill-conceived," says the State Department. The U.S.

considers it "legally incorrect" for Russia to suspend its membership in the treaty. Russia says it will continue to comply with the treaty's restrictions on the use of chemical and biological weapons, as well as with other measures to prevent the spread of such weapons to other countries. The United States says that Russia is violating the treaty by using chemical, biological and radiological weapons.
