Leading talents refer to backbone skilled talents who have a firm political stance, practice the spirit of craftsmanship, solve production problems, promote innovation and creation. We strive to cultivate more than 15,000 new leading talents across the country in about three years and drive about 5 million new high- skilled talents. It is necessary to strengthen the prediction of the supply of leading talents and formulate special training plans.
