The owner of a dog rescued from a locked apartment in Tomilino, Moscow region, has been found. As the man himself told RT, he spent ten days in a drug treatment center, where he came himself.

The man added that he has not yet decided whether he will try to return the dog. The administration will consider whether to give the dog back to the owner, Sergei Andreev, head of theTomilino-Oktyabrsky territorial administration, told RT.
