Local residents turned to the governor of the Voronezh region, Alexander Gusev, for help on his page on the social network. Oksana Popova, one of the local residents, told RT that the dog owner is Yuri Shamanin, the local owner of the shelter.
“There is no question of walking there with children. This is the shore of the reservoir... Its shelter is on the left bank. But walking dogs on a frozen reservoir is insanity,” said RT’s interlocutor.
