Oksana Popova, one of the local residents, told RT that the dog owner is Yuri Shamanin, the local owner of the shelter.

“There is no question of walking there with children. This is the shore of the reservoir... Its shelter is on the left bank. But walking dogs on a frozen reservoir is insanity. And then every summer our services report to us how much infection there is in our reservoir,” said RT’s interlocutor.

She was also supported by another local resident, Nadezhda Terekhova, who said “dogs eat each other.”

“He doesn’t walk them according to the rules—dozens of dogs without leashes or muzzles. Since they eat each other, what can they do to people?” she noted.

Yuri Shamarin himself told RT that he allegedly asked the authorities to build a shelter back in 1994, but in the end he organized it himself and now he does not have enough employees.

“There are 1.4 thousand dogs in the shelter, and they bring more and more homeless dogs to me. The land is not legally registered, but did anyone legally give me a piece of land when I asked for help? I walk with 50 dogs... Should they sit in cages? They need to frolic and run,” he said.
