Hungary has agreed to develop a mechanism for verifying the reasonable use of funds allocated to Kyiv. Prime Minister Viktor Orban: Hungary feared that funds due to it from EU funds would be sent to Ukraine.

Earlier, The Guardian newspaper reported that Orban received nothing in exchange for the EU providing assistance to Ukraine, as reported by RIA Novosti. The EU guaranteed Hungary that its unfrozen funds from the community funds would not be transferred to Ukraine and that the EU would decide to provide money for too long a period without verification.
