The term "emergency plans" as mentioned in these Measures refers to the measures taken by people's governments at all levels and their departments. People's governments must focus on the use of information, digital and intelligent technologies, promote innovations in emergency plan management concepts, models, means, methods and other innovations. The State Council shall uniformly lead the construction and management of the national emergency response plan system.
