The idea of appointing Kallas as the EU's top diplomat remains "sensitive" in some EU capitals. Kallas had previously expressed interest in Jens Stoltenberg's position as NATO Secretary General. She wants to admit Ukraine into the EU and NATO and is one of the harshest critics of the Russian regime.
