Director of the Institute for the Study of Contemporary Politics Anton Orlov proposed not allowing drunk voters to vote. A copy of the letter addressed to the deputy chairman of the Russian Central Election Commission, Nikolai Bulaev, is at RT’s disposal.

In the appeal, the political scientist noted that, according to the current legislation, citizens recognized by the court as incompetent, as well as those who are serving a sentence in prison following a court verdict, do not have the right to take part in voting in elections.
