Thus, the existing restrictions do not apply to citizens under the influence of alcohol or drugs.

Often, members of election commissions prefer not to notice the “special” condition of voters.

At the same time, third parties can purposefully motivate a certain category of voters with alcoholic beverages and use their wealth to bribe votes.

In addition, while intoxicated, a person cannot always account for his actions, which means he actually becomes incapacitated, Orlov noted.

“In this regard, in order to reduce the possibility of manipulation of votes, increase the transparency of voting and confidence in elections, I ask you to evaluate the possibility of prohibiting people under the influence of alcohol or drugs from voting at polling stations,” the appeal says.
