First Deputy Head of the State Duma Committee on Education Yana Lantratova said that it is planned to introduce a bill to combat bullying in schools in the spring session. The bill does not imply criminal liability or large fines, she said.
The author of the bill, Artyom Metelev, noted that currently there is no concept of “bullying” in the legislation. He said school teaching staff are not prepared to identify cases of bullying in a timely manner and create conditions for its prevention.
