According to Lantratova, the bill does not imply criminal liability or large fines. The social activist called on parents and teachers to send proposals on measures to combat bullying in educational institutions.

Earlier, the head of the State Duma Committee on Youth Policy, the author of the bill, Artyom Metelev, noted that currently there is no concept of “bullying” in the legislation.

According to Metelev, school teaching staff are not prepared to identify cases of bullying in a timely manner and create conditions for its prevention. Authorities need the authority to ensure that appropriate training programs are established in every school.
