From March 1, the State-owned Assets Supervision and Administration Commission of the State Council will implement classified supervision and management of production safety of central enterprises. Central enterprises are divided into three categories based on their main business and safety production risk levels.

The first category is mainly engaged in coal and non-coal mining, construction, production, operation, storage, transportation and use of dangerous goods. According to the measures, headquarters of Category 1 central enterprises and mining-related central enterprise groups should be equipped with full-time production safety directors.
