  This document aims to urge central enterprises to fully implement the main responsibilities for production safety, establish a long-term mechanism for production safety, and prevent and reduce production safety accidents. It has 6 chapters and 51 articles, including general principles, production safety responsibilities, basic requirements for production safety, and safety regulations. Production work reporting system, production safety supervision and management, rewards and punishments, and supplementary provisions. The measures will come into effect on March 1, 2024.

  The method is clear. Central enterprises are divided into three categories based on their main business and safety production risk levels approved by the State-owned Assets Supervision and Administration Commission of the State Council: The first category is mainly engaged in coal and non-coal mining, construction, production, operation, storage, transportation and use of dangerous goods. , transportation, metallurgy, machinery, electricity, building materials, warehousing and other enterprises; the second category is mainly engaged in electronics, medicine (except chemical pharmaceuticals), textiles, tourism, communications and other enterprises; the third category is enterprises other than the first and second above. According to the method, enterprise classification shall be subject to dynamic management and can be adjusted according to changes in main business content and enterprise applications.

  According to the measures, the headquarters of Category 1 central enterprises and mining-related central enterprise groups should be equipped with full-time production safety directors, and their enterprises with high safety risks should fully implement the full-time production safety director system. Enterprises with higher safety risks belonging to the second and third categories of central enterprises should be equipped with full-time safety production directors. The measures clarify the duties and responsibilities that the production safety director should perform.

  The measures propose that central enterprises should strengthen contractor safety management, strictly manage access qualifications, and integrate contractors and labor dispatch personnel into the enterprise safety management system.

  In terms of production safety supervision and management, rewards and punishments, the methods are clear. The State-owned Assets Supervision and Administration Commission of the State Council will downgrade or deduct points from the performance evaluation results of the leaders of central enterprises based on the identification of production safety accidents that occurred during the evaluation period of central enterprises.

  According to the classification list of central enterprises for safety production supervision announced by the State-owned Assets Supervision and Administration Commission of the State Council, among the 97 central enterprises currently under its supervision, there are 54, 36 and 7 Category I, II and III enterprises respectively.
