Undergraduate tuition fees will double for foreigners and increase by half for Canadians. Measure should make it possible to better finance French-speaking establishments.

McGill and Concordia universities have seen a drop in registration applications submitted by Canadian students outside Quebec. The measure aims for "linguistic rebalancing", according to the Quebec government. A report by François Rihouay and Joanne Profeta was published in the journal of Canadian Education, published by the University of Quebec at the time of the increase.
