Some associations are dismayed to see that in the European Commission's proposals, the defense of the environment is sacrificed to respond to a social movement. But this is only the start of discussions; this Commission proposal will be discussed by heads of state and government at a summit next week. It is unlikely that the discussions will be concluded before the European elections in early June.
