The two countries severed diplomatic relations in 1980, one year after the overthrow of Iran's last Shah, Mohammad Reza Pahlavi, who fled to Egypt and was granted asylum. Relations resumed 11 years later, but at the level of chargé d'affaires and interest offices.

Iran's Shura Council expected the exchange of embassy openings between Egypt and Iran, and said that "after this step, a meeting will be arranged between Iranian President Ebrahim Raisi and Egyptian President Abdel Fattah al-Sisi"
