State Duma Deputy Nikita Chaplin explains the need for penalties against car owners washing a vehicle on the territory of a garden non-profit association. Summer cottages and garden plots, as well as common areas of the SNT are not included in the list of specially permitted places.
It is impossible to equip a place for washing a car in summer cottage, Chaplin said. The parliamentarian noted that many summer residents like to devote time to their own "iron horses" on their plots.
