In April, the Kashiwa City Council conducted an investigation into harassment of city employees by council members. It was revealed that more than 4 employees had complained of power harassment and sexual harassment.

The City Council created a draft ordinance to prevent harassment, which was proposed and approved with a majority of votes. The ordinance stipulates that when a member of Congress is suspected of harassment, he or she must act in good faith to clarify the allegations. If the facts are grasped and the act is confirmed, the name of the member will be made public.
