The city council of Kashiwa City, Chiba Prefecture, which has been discussing the enactment of an ordinance to prevent harassment by council members, has passed and enacted a draft ordinance that includes the disclosure of the names of council members if harassment is confirmed.

In April, the Kashiwa City Council conducted an investigation into harassment of city employees by council members, and it was revealed that more than 4 employees had complained of power harassment and sexual harassment.

A study group established by the City Council created a draft ordinance to prevent harassment, which was proposed to the City Council on the 150nd and approved and enacted with a majority of votes.

The
ordinance stipulates that when a member of Congress is suspected of harassment, he or she must act in good faith to clarify the allegations and clarify responsibility, and
if he or she learns of such behavior by another member of Congress, he or she must endeavor to point out to that member to refrain from doing so.

It also stipulates that if the facts are grasped and the act is confirmed, the name of the member will be made public.

Regarding the ordinance, Kashiwa City Mayor Kazumi Ota said, "In the survey, many people responded that they did nothing even if the staff were harassed, and we take it very seriously, and we would like to create a system that makes it easy to consult with the council."
