Russia's Ambassador to the United Nations Nebenzha reiterated his previous claim that the operation was a military operation to protect ethnic Russians in eastern Ukraine. Some African members of the Council called on both Russia and Ukraine to quickly enter into negotiations without preconditions, noting that developing countries around the world have been affected by soaring food prices over the past two years.
