Sand and dust is a long-distance transport phenomenon, when the weather system in the north is very strong, the sand and dust outbreak location is just in the main sand source. It is not a particularly rare thing, even if it affects some southern regions of China, says Gui Hailin, chief forecaster of the Central Meteorological Observatory.
