The United States has made 22 recommendations, including that the United States should propose an agreement with China and North Korea to ban low-yield "tactical" nuclear weapons. To this end, governments must improve the regional security environment and "enable leaders to choose less destructive paths," the report says. The research was completed at the end of last year, and the research group compiled and published a report.
