Ministry of Agriculture, Forestry and Fisheries chief arrested on suspicion of trying to secretly photograph upskirts of Chiba Kashiwa. The person arrested was Shinya Shinohara (45), a section chief at the Agricultural Products Bureau.
When investigated by the police, he admitted to the charges and stated, ''I took the photo because I thought it would be nice if it showed my underwear'' A video of attempted voyeurism has been discovered, the police said, and if it is true, they will take strict action.
