Until now, the Metropolitan Police Department has been responding to incidents through a ``Comprehensive Response Headquarters'' that brings together staff from six divisions, including the Juvenile Development Division. The aim is to unify the chain of command under the new division to ensure a smooth response to incidents, police say.
