Japan Federation of Bar Associations calls for the establishment of a system to guarantee the identity of elderly people without relatives. Demand for private support businesses that take on the role of guarantors in place of family members is increasing.

There are no government agencies or laws in place, and there have been reports of problems with contracts. The government plans to develop appropriate business operators by formulating guidelines for these businesses within this fiscal year, the Japan Federation ofBar Associations said in a written opinion paper.
