Kuwana City, Mie Prefecture, announced the results of an investigation that confirmed a total of six inappropriate behaviors. Parents have complained that "nursery teachers forced their children to eat school lunch for a long time for four hours" The city stated that the background was that the nursery teachers were aware that school lunches must be completed and toilet training, especially in classes for two-year-olds.
It also pointed out that many of them were inexperienced and that information sharing among staff was not sufficient.
