The Government sees room to create 400,000 new civil servant positions and reach 18% of total employment. In the Ministry of Public Function, which is now headed by José Luis Escrivá, they explain that public employment represents 16%.

The OECD average that they use as an ideal reference to which to converge is 18%. And that they are new is very important, because that does not exactly translate into the Executive wanting to hire 400,00 new workers. What it means is that positions must be created beyond those that currently exist.
