The government has prepared a draft resolution proposing to oblige banks to check the tax residence of clients by geolocation. If the bank identifies signs that a person lives abroad, then it will have to request proof of residence from the client and transfer this data to the Federal Tax Service of Russia.

“No decisions have been made on the initiative,” the Russian Ministry of Finance said. Last year, the head of IT integrator AWG, Alexander Khachiyan, said that 85% of programmers who went abroad in 2022 returned to Russia.
