Bavaria, Baden-Württemberg and Brandenburg have the lowest poverty rates. Saarland, Saxony-Anhalt, Hamburg and North Rhine-Westphalia have the highest rates. Bremen is at the absolute bottom with a rate of 29.1 percent, according to the data. The number of people affected has increased by 2.7 million since 2006.
