[Explanation] On July 26, the "Special Administrative Measures for Cross-border Service Trade in Hainan Free Trade Port (Negative List) (2021 Edition)" (hereinafter referred to as the "Hainan Cross-border Service Trade Negative List") was officially announced.

Wang Shouwen, Vice Minister of Commerce and Deputy Representative of International Trade Negotiations, introduced at the press conference of the State Council Information Office that this is China's first negative list in the field of cross-border service trade and a major breakthrough in the management model of service trade.

  [Explanation] Wang Shouwen introduced that with technological progress, the development potential of service trade, especially cross-border service trade, will be further stimulated, and future cross-border service trade will become a key driving factor for global trade.

The "Hainan Cross-border Service Trade Negative List" is the first negative list published by the country in the field of cross-border service trade.

The "Hainan Cross-border Service Trade Negative List" clearly lists 70 special management measures in 11 categories for overseas service providers, and lists these as negative management measures.

  [Explanation] Wang Shouwen further introduced that the fields outside the list are treated equally and have equal access in the Hainan Free Trade Port.

  In all areas outside the list, in the Hainan Free Trade Port, domestic and foreign service providers are treated equally and have equal access to cross-border service trade. It can be said that openness, transparency, and predictability have been greatly improved.

This list can be said to be a major breakthrough in the management model of service trade.

  [Explanation] Wang Shouwen said that the introduction of the "Hainan Cross-border Service Trade Negative List" is an important measure to actively promote high-level institutional opening up, which puts pressure on promoting the high-quality development of Hainan Free Trade Port and opening wider to a wider range. Testing and building a higher-level open economy are of great significance.

  The implementation of the cross-border service trade negative list in the Hainan Free Trade Port is conducive to improving the overall level of opening up of our country's service industry. Moreover, by introducing high-level service providers from abroad to participate in domestic competition, the efficiency of the domestic cycle can be improved.

On the other hand, we can also take advantage of the strong domestic market and Unicom to gather high-end talents, advanced technology, data and other high-quality production factor resources around the world to promote the mutual promotion of domestic and international double cycles and serve the big goal of building a new development pattern.

  [Explanation] Wang Shouwen said that the Ministry of Commerce, Hainan Province and relevant departments will actively promote the implementation of the "Hainan Cross-border Service Trade Negative List", summarize and evaluate experience and practices in a timely manner, and implement the cross-border service trade list for the pilot free trade zone and the subsequent nationwide The management system explores paths and accumulates experience.
