  The center of typhoon "Mulan" was located at 19.8 degrees north latitude and 111.3 degrees east longitude at 7:00 on the 10th, that is, on the offshore sea surface about 30 kilometers east of Wenchang City, with a maximum wind force of level 9 (23 m/s) near the center.

  The Hainan Provincial Meteorological Observatory predicts that "Mulan" will move north-westward at a speed of about 20 kilometers per hour, with little change in intensity, and will land on the coast of Leizhou Peninsula, Guangdong on the morning of the 10th (level 9, tropical storm level).

  Affected by the surrounding cloud system of "Mulan", from 8:00 on August 8 to 6:00 on August 10, moderate to heavy rain and local heavy rain generally fell on Hainan Island, with the largest being 103.5 mm in Bohou Town, Lingao County; the coastal land and offshore areas around Hainan Island Strong winds of magnitude 7 to 8 generally occurred, and the largest offshore gust was magnitude 10 (27.9 m/s) in Wenchang Qizhou Islands.

  On the eastern and southern seas of Hainan Island and the sea near the Paracel Islands, the wind was 8 and gusts were 9-10 on the 10th; it weakened to 5-6 on the 11th, and the gusts were 7-8 during thunderstorms.

  From the 10th to the 11th, on the sea surface of the Beibu Gulf and the western sea of ​​Hainan Island, the wind force was 7-8 and gust 9 during the day; from the night of the 11th, it weakened to 5-6, and the gust was 7-8 during thunderstorms.

  On the sea surface near Zhongsha and Nansha Islands, winds of magnitude 6 to 7 and gusts of magnitude 8 to 9 during the day on the 10th; weakened to magnitude 5 to 6 at night on the 10th, and gusts of magnitude 7 to 8 during thunderstorms.

  On the land side: On the 10th, there will be heavy rains to heavy rains and local heavy rains in the western half of Hainan Island, moderate to heavy rains and local heavy rains in the eastern half of Hainan Island.
