From January 1, 2022 to March 15, 2022, with the goal of reducing the increased emissions of air pollutants during the heating season, in principle, the ratio of peak-to-peak production of iron and steel enterprises in the relevant regions shall not be lower than that of the crude steel output of the same period of the previous year. 30%.
The "Notice" requires that the focus is on implementing peak-shift production for long-process enterprises, environmental performance rating A-level enterprises, and all-scrap short-process steelmaking enterprises that have completed ultra-low emission transformations to independently adopt emission reduction measures, but must ensure that crude steel during peak-shift production The output does not increase year-on-year; B, B-, C, and D-level enterprises perform differentiated peak-shift production ratios according to different environmental performance ratings and target tasks. The lower the environmental performance rating, the higher the peak-shift production ratio; the central environmental inspection since 2021 , Iron and steel production capacity reduction "Looking back" inspections, etc., found that there were violations of laws and regulations, the capacity utilization rate exceeded 120%, and the iron and steel enterprises that were not included in the Ministry of Industry and Information Technology's iron and steel industry specification announcements increased the proportion of peak production.
The environmental performance level of the enterprise shall be subject to the assessment before October 10, 2021.
For iron and steel enterprises with a heating area greater than 2 square meters per ton of steel (based on crude steel production capacity), the highest production load ratio during peak staggering period is determined by the ratio of actual heating area demand (calculated by heating area in the previous year) to twice the crude steel production capacity .
During the emergency response period for heavily polluted weather, emergency emission reduction measures shall be strictly implemented in accordance with relevant regulations.
The "Notice" clearly stated that the implementation plan for peak-shift production in each city should be based on the suspension of specific blast furnace equipment, and must not be replaced by load-reducing production methods. It should be implemented in specific enterprises, production lines, production facilities and time periods, and coke ovens and sintering facilities supporting blast furnaces , Pellet, lime kiln and other production equipment, the off-peak production ratio shall not be lower than the off-peak production ratio of blast furnace.
Encourage all localities to learn from the "horse racing mechanism" in Wu'an, Hebei, to implement staggered production, resolve and implement tasks through economic complementary means, and ensure that equipment is actually stopped and output is actually reduced.
All localities can coordinate the production scheduling of enterprises in the region, but the production scheduling companies shall not overload production to ensure the effect of the implementation of peak-shift production.
The "Notice" requires that the competent departments of industry and information technology and the ecological environment departments in various regions should urge enterprises to earnestly implement relevant regulations, incorporate the implementation plan for peak-shift production into the management of emission permits for iron and steel enterprises. Enterprises with fraudulent behaviors and excessive pollutant discharge during peak-shift production have increased their penalties.
The Ministry of Industry and Information Technology and the Ministry of Ecology and Environment will organize inspections in due course, conduct interviews with regions and enterprises where work progress is obviously lagging behind and have serious problems, and inform the whole society.
