"Double reduction" releases the signal of de-industrialization of education

  Recently, the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council have issued the "Opinions on Further Reducing the Work Burden of Students in Compulsory Education and the Burden of Off-campus Training."

The "Opinions" stated that all regions will no longer approve new subject-based off-campus training institutions for students in the compulsory education stage; subject-based training institutions shall not be listed for financing, and capitalized operations are strictly prohibited; off-campus training institutions shall not occupy national statutory holidays, rest days, and winter and summer vacations Organize discipline training, etc.

Affected by this, as of the close of the market on July 27, a number of US-listed Chinese concept stocks have fallen by more than 90% during the year, and 11 companies have fallen by about 80%. Education stocks account for the vast majority.

  The official implementation of the "double reduction" policy has brought more than just stock price changes to the off-campus training industry, but also conveyed that the focus of this round of supervision is on the "de-industrialization" of the education industry.

It is foreseeable that the off-campus training industry will face a new situation.

  Shift to non-profit

  The "Opinions" clearly pointed out that all regions will no longer approve subject-based off-campus training institutions for students in the compulsory education stage, and existing subject-based training institutions must also be registered as non-profit institutions.

"Non-profit", "public welfare", and "a useful supplement to school education" are the policy positioning of off-campus training institutions.

  Over a long period of time, off-campus training institutions have developed rapidly, with a huge total and uneven quality. Unlicensed and unlicensed institutions have been repeatedly banned.

Especially in recent years, under the coercion of capital, trafficking in anxiety, excessive publicity, disrupting the normal teaching order of schools, has become another education system outside the national education system, violating the public welfare attributes of compulsory education and destroying the normal ecology of education.

  The advent of the "double reduction" policy, especially the strict restrictions on subject education and training, will effectively prevent the influence of off-campus training institutions on the normal teaching order of schools.

A number of listed companies said that in the future, subject training, especially the subject training business at the compulsory education stage, will be greatly affected.

Some companies have launched new brands in June, focusing on courses to improve children's literary literacy, cultural connotation and artistic aesthetics.

  Expand a wider track

  After some local education authorities issued the "double reduction" policy in May of this year, many off-campus training institutions have heard the news and moved to battle.

On May 28, Ruisi Education announced a brand new upgrade, and launched three new brands: "Randian Science Museum", "Ruisi Haiya Growth Space" and "Ruisi Research", providing education users with multiple comprehensive quality education solutions Program.

Good Future also launched quality education products including English drama, calligraphy and chess in June.

  The reporter noticed that the main supervision object of the "Opinions" is the subject-based off-campus training in the compulsory education stage, and there is no clear provision for the non-disciplinary off-campus training in the compulsory education stage and the subject-based off-campus training in the high school stage. The training business has left a certain amount of space.

In addition, there are some art students and sports students among ordinary high school students in my country. Art education and subject education for them, as well as a considerable part of adult education, can also become the expansion direction of the off-campus training industry.

  Chu Zhaohui, a researcher at the Chinese Academy of Educational Sciences, believes that after the "double reduction" policy is introduced, there will be greater uncertainty in the future development direction of the education and training industry, and the form of training may change, but as long as the demand for training does not decrease, the Training institutions may still hide traces and continue to exist.

"Now it's just the first dominoes that have been overturned. It remains to be seen to what extent the "Opinions" will affect off-campus training institutions."

  Guide training transformation

  There is a craze for out-of-school training in my country, which is a manifestation of group education anxiety.

To fundamentally control the out-of-school training boom, it is necessary to eliminate parents’ educational anxiety.

  The "Opinions" issued this time not only require strict governance and comprehensive regulation of off-school training behavior, but also set clear requirements for "improving the quality of education and teaching to ensure that students learn well in school", such as promoting the high-quality and balanced development of compulsory education; optimization; Teaching methods, strengthen teaching management, and improve students’ learning efficiency at school; it is strictly forbidden to assign or disguise assignments to parents, and it is strictly forbidden to ask parents to check and correct assignments.

  Chu Zhaohui said that the key to the implementation of the "double reduction" measures in the next step is not the training institutions themselves, but whether the school education in the compulsory education stage can achieve a high-quality balance, and whether the teaching quality and effectiveness have been effectively improved.

"Because the separation of vocational and general education in the senior high school entrance examination still exists, if the quality of school teaching is not good, under the new demand, the off-campus subject training in the compulsory education stage may still be revived." Chu Zhaohui said.

  After all, off-campus training institutions cannot replace schools, and high-quality teachers should stay in schools.

In the long run, only by reducing anxiety can the burden be truly reduced.

The promulgation of "double reduction" related policies is only the first step. How to develop education, especially how to balance the relationship between school education and off-campus training, requires the joint efforts of the whole society to solve the problem.
