On August 14, the Sichuan Provincial Department of Economics and Information Technology and the State Grid Sichuan Electric Power Company jointly issued the document "Emergency Notice on Expanding the Scope of Industrial Enterprises to Provide Electricity to the People" (hereinafter referred to as the "Notice").

The "Notice" proposes that, after research and decision, from August 15th, 19 cities (prefectures) in the province (except Panzhihua and Liangshan) will expand the scope of industrial enterprises to allow electricity to be used by the people. All industrial power users (including whitelisted key security enterprises) will implement full production shutdown (except for security loads) from 00:00 on August 15 to 24:00 on August 20, 2022.

Subsequently, a number of listed companies announced that they had received notices of power cuts.

As a major province where the photovoltaic industry gathers, Tongwei Co., Ltd., GCL Technology and other companies have silicon material production lines located in Sichuan.

"Since the beginning of this year, due to the continuous shortage of silicon materials, silicon materials companies have been in overloaded production." Lu Minping, an analyst at Shanghai Nonferrous Metals Network, told the "Securities Daily" reporter that the power curtailment policy is expected to affect Sichuan Province's August production of silicon metal About 12,000 tons.

A number of companies responded to the temporary suspension of production due to power cuts

At noon on August 15, Guoguang Co., Ltd. announced that due to the shortage of power supply, Runer Technology, a wholly-owned subsidiary, temporarily suspended production from 00:00 on August 15 to 24:00 on August 20.

During the shutdown period, the company will actively coordinate and adjust relevant operational arrangements; the company's other production bases are in normal production.

The company currently has sufficient stock, and the temporary suspension of Runer Technology will not have a material adverse impact on the company's operating performance.

Lutianhua announced on the evening of August 15 that this power outage is expected to reduce urea production by about 35,000 tons and methanol production by about 10,000 tons, which is expected to affect the net profit attributable to listed companies by about 30 million yuan.

The company will actively prepare for the resumption of production by adjusting the maintenance plan to reduce the negative impact on the listed company.

Sichuan Meifeng also announced on the evening of August 15 that the chemical fertilizer branch and compound fertilizer limited liability company under the company will temporarily suspend production from 12:50 on August 15, and it is expected to stop production until 24:00 on August 20 (with The notification from the relevant department shall prevail).

This temporary shutdown is expected to affect the output of about 15,000 tons of urea and about 6,000 tons of compound fertilizer.

In addition to the temporary shutdown of the Deyang production base, the company's Mianyang production base and Langzhong production base have shut down the production equipment for maintenance at 1:00 on August 15 and 1:00 on August 11 respectively.

"At present, the company's product inventory is relatively sufficient, and the temporary suspension of production due to the impact of power supply will not have a significant adverse impact on its operating performance." Sichuan Meifeng said.

After the announcement of the power curtailment notice, Tongwei, the "leader of silicon materials", also received market attention.

A relevant person from Tongwei Co., Ltd. told the "Securities Daily" reporter that at present, each base is actively cooperating with the relevant departments to request an orderly adjustment of the load, and the company is evaluating the specific impact. As the follow-up power situation is effectively alleviated, the company's electricity consumption will be restored.

According to data from Shanghai Nonferrous Metals Network, the effective production capacity of silicon metal in Sichuan totaled 817,000 tons, accounting for about 16% of the country's total production capacity. In July, the output of silicon metal in Sichuan was 65,600 tons, accounting for 21% of the country's total supply.

In addition to the influence of the power curtailment policy on industries such as silicon materials, the production capacity of electrolytic aluminum will also be affected to a certain extent.

On the evening of August 14, Zhongfu Industry announced that some of the production capacity of its subsidiary Guangyuan Linfeng and its shareholding subsidiary Guangyuan Zhongfu will be suspended for one week from August 14, 2022.

Guangyuan Linfeng's power curtailment policy is expected to affect the production of electrolytic aluminum by about 7,300 tons, and it is expected to affect the net profit attributable to the listed company by about 55 million yuan.

Guangyuan Zhongfu's current power curtailment policy is expected to affect the production of electrolytic aluminum by about 5,600 tons, and it is expected to affect the net profit attributable to the listed company by about 23 million yuan.

Let electricity be used by the people to reflect the priority of people's livelihood

Since the beginning of summer this year, there have been continuous high temperature weather in many places and exceeded historical extremes.

Due to the surge in demand for air-conditioning cooling due to extreme high temperatures, State Grid Sichuan Electric Power sold 29.087 billion kWh of electricity in July, a year-on-year increase of 19.79%, setting a new record for the highest electricity sales in a single month.

According to statistics, from July 4th to 16th, Sichuan experienced a rare long-term high-temperature extreme weather, and the maximum load of Sichuan's power grid reached 59.1 million kilowatts, an increase of 14% over last year.

The average daily electricity consumption of residents reached 344 million kWh, a year-on-year increase of 93.3%.

Not long ago, He Yang, director of the Electric Power Department of the National Energy Administration, said that after entering July, with the growth of the national economy and the temperature higher than the same period last year, especially the continuous high temperature weather on a large scale around the world, electricity consumption and electricity The load is also growing rapidly.

With the advent of the "seven down and eight up" load peak period, it is expected that the national electricity load will continue to rise.

On August 15, the Central Meteorological Observatory continued to issue a high temperature red warning. It is expected that the high temperature in the south will be difficult to ease until the end of August.

"Securities Daily" reporter learned that during the peak period of electricity load, not only Sichuan, but also Jiangsu, Zhejiang and other places are also relatively tight.

For example, Juhua Technology recently stated on the investor interaction platform that due to the continuous impact of high temperature weather recently, Yuhang District, Hangzhou City implemented orderly electricity consumption, and the company strengthened orderly electricity consumption and energy efficiency management, which did not affect the company's production.

The photovoltaic power station in the company's park is under construction.

Wang Xiaoqi, director of the Financial and Commercial Research Center of the Sichuan (Western) Economic and Cultural Development Research Institute, said in an interview with a reporter from Securities Daily that it is necessary for industrial enterprises to take measures to "let electricity to the people". During the peak period of electricity, there is a large power gap, and the expansion of the scope of industrial enterprises to let electricity to the people reflects the overall situation of people-oriented and people's livelihood first.

"From the perspective of enterprises, the production stoppage may have short-term adverse effects on the production of enterprises. However, relevant power curtailment measures also promote the transformation and upgrading of enterprises to a certain extent. For example, enterprises in some regions will overhaul their original equipment. The time is appropriately advanced, which is conducive to speeding up its technological transformation and equipment upgrading." Wang Xiaoqi said.
