Compared with the original "System", the new "System" is aimed at the new situation and new requirements faced by local governments when implementing major policies such as "double reduction", student nutrition improvement plans, and expansion of inclusive preschool education resources, and takes into account the weak financial management of schools. In the link, it has been revised from six aspects: First, the scope of application of the "System" has been adjusted, and primary and secondary schools run by social forces that receive regular state funding are no longer required to implement this system.
The second is to clarify that the party organization leads the financial management of primary and secondary schools.
The third is to strengthen the construction of the school's financial team, and add regulations on the post setting, responsibilities and powers, and job conditions of the school's financial supervisors and financial and accounting personnel.
The fourth is to put forward financial management requirements for the actual situation that the school provides meals for students in different ways such as self-operated canteens, entrusted operation of canteens, catering or entrusting meals.
The fifth is to clarify the management requirements for after-school services and other service charges, increase the prohibitive provisions that primary and secondary schools shall not expand the scope of charges, increase the charge items, and raise the charge standards without authorization, and strengthen the guidance for local governments to implement the "double reduction" policy financial behavior.
Sixthly, according to the new "Financial Rules for Institutions", the budget management, asset management, financial reporting system and other contents were adjusted and refined accordingly.
The "System" will be officially implemented from September 1, 2022.
All localities and schools can use the summer vacation of primary and secondary schools to carry out personnel training, formulate implementation rules, and revise supporting systems.
