The meeting emphasized that it is necessary to strengthen political responsibility, consolidate work responsibilities, strengthen supervision and assessment, do a good job of publicity and guidance, and carry out special actions to eradicate underpaid winter wages with scientific and effective mechanisms and work styles to ensure effective results.
It is necessary to thoroughly analyze the causes of the problem of wage arrears, implement classified policies, deal with wage arrears in accordance with the law, improve the plan, and properly handle mass incidents.
The meeting pointed out that in recent years, various regions and relevant departments have strengthened organization and leadership, improved systems and mechanisms, and strengthened law enforcement inspections. The trend of frequent occurrence of wage arrears has been effectively curbed.
Especially since the beginning of this year, with the implementation of the "Regulations on Guaranteeing the Wage Payment of Migrant Workers" as the starting point, we have promoted the implementation of various wage payment guarantee systems, properly solved various problems of wage arrears, and made new progress in eradicating wage arrears.
At the meeting, Zhang Jinan, deputy leader of the State Council’s Leading Group for the eradication of migrant workers’ wages in arrears, and Minister of Human Resources and Social Security, delivered a speech on behalf of the leading group. The responsible comrades of the Ministry of Housing and Urban-Rural Development and the All-China Federation of Trade Unions will ensure that this system is guaranteed before the Spring Festival 2021 Arrangements were made for the payment of wages for migrant workers.
