  Zhuang Congsheng introduced in the program that at the beginning of the reform and opening up, a large number of original industrial and commercial people took the lead in establishing industries, which played an important role in demonstrating private enterprises. However, the development of the private economy has not been smooth. Some entrepreneurs summarized the difficulties encountered as "three mountains", namely the "iceberg" of the market, the "high mountain" of financing, and the "volcano" of transformation.

  In order to solve the problem of private economic policy implementation and allow enterprises to truly gain a sense from the policy, the State Council commissioned the All-China Federation of Industry and Commerce to carry out a third-party assessment of the implementation of the policy. From 2013 to 2018, the All-China Federation of Industry and Commerce carried out eight third-party assessments, each of which produced a special report.

  Zhuang Congsheng pointed out that the relevant ministries and commissions of the State Council have claimed all the issues raised in the assessment of the All-China Federation of Industry and Commerce and made improvements one by one. Many opinions and suggestions finally turned into guidelines and policies issued by the state.

  Over the years, the Chinese private economy has grown from nothing, from small to large, from weak to strong. Statistics show that there are already more than 100 million market players in the national private economy in 2019. In 2010, only one of China's private enterprises entered the world's top 500, and by 2018 it had increased to 28.

  Zhuang Congsheng said that one of the current priorities of the Federation of Industry and Commerce is to participate in the construction of the “Belt and Road” initiative. At present, the total investment of Chinese private enterprises in the “Belt and Road” has exceeded that of state-owned enterprises. Private enterprises' outbound investment accounts for two thirds of the country's total, and overseas mergers and acquisitions account for three quarters.

  As early as 2013, the All-China Federation of Industry and Commerce and the Ministry of Foreign Affairs conducted a private enterprise "going out" survey and formed a related survey report. Since then, the All-China Federation of Industry and Commerce has organized various forms of forums, conferences, and exchanges every year, inviting government departments, business associations, enterprises, and relevant international organizations from countries and regions along the Belt and Road.

  Zhuang Congsheng also introduced that, in response to the difficulties and problems of immigration in the process of “going out” of private enterprises, the All-China Federation of Industry and Commerce formed a memorandum text on green channels for business visas after extensive research and signed memorandums with embassies in some countries In the past few years, the Federation of Industry and Commerce also invited some ambassadors from embassies abroad to hold talks with private entrepreneurs from the Ministry of Foreign Affairs to introduce the situation of the host country and was welcomed by private enterprises.

  He said that as the "nanny" of private entrepreneurs, organizations and chambers of commerce and industry at all levels are continuing to play the role of bridges and bonds to strive to reflect the difficulties and problems encountered by private enterprises, especially small and micro enterprises, in the widest possible range.
