  In terms of activity types, national basic research funding was 133.56 billion yuan, an increase of 22.5% over the previous year; applied research funding was 249.85 billion yuan, an increase of 14.0%; experimental development funding was 1,830.95 billion yuan, an increase of 11.7%. Fundamental research, applied research, and experimental development accounted for 6.0%, 11.3%, and 82.7%, respectively.

  In terms of activity entities, various types of enterprise research and experimental development (R&D) expenditures were 169.218 billion yuan, an increase of 11.1% over the previous year; government-owned research institutions spent 308.08 billion yuan, an increase of 14.5%; colleges and universities spent 179.66 billion yuan, An increase of 23.2%. Enterprises, government-owned research institutions, and colleges and universities accounted for 76.4%, 13.9% and 8.1% respectively.

  In terms of industry sector, the research and experimental development (R&D) expenditure of high-tech manufacturing is 380.04 billion yuan, and the investment intensity (ratio to operating income) is 2.41%, which is an increase of 0.14 percentage points from the previous year; equipment manufacturing research and experimental development ( R&D) expenditure was 786.80 billion yuan, and the investment intensity was 2.07%, an increase of 0.16 percentage points over the previous year. Among the industrial enterprises above designated size, there are 9 industry categories that have invested more than 50 billion yuan in research and experimental development (R&D), and these 9 industries account for the proportion of research and experimental development (R&D) funds in all industrial enterprises above designated size. It was 69.3%.

  In terms of regions, there are 6 provinces (cities) that have invested more than 100 billion yuan in research and experimental development (R&D), namely Guangdong (309.85 billion yuan), Jiangsu (277.95 billion yuan), Beijing (223.36 billion yuan), and Zhejiang (166.98 billion yuan), Shanghai (152.46 billion yuan) and Shandong (149.47 billion yuan). There are 7 provinces (cities) with research and experimental development (R&D) investment intensity (ratio to regional GDP) exceeding the national average, namely Beijing, Shanghai, Tianjin, Guangdong, Jiangsu, Zhejiang and Shaanxi.

Financial science and technology expenditure

  In 2019, the national financial science and technology expenditure was 107.174 billion yuan, an increase of 119.92 billion yuan over the previous year, an increase of 12.6%. Among them, the central fiscal science and technology expenditure was 417.32 billion yuan, an increase of 11.6%, accounting for 38.9% of the fiscal science and technology expenditure; the local fiscal science and technology expenditure was 654.42 billion yuan, an increase of 13.2%, accounting for 61.1%.
