According to the set goals, by the end of 2021, elderly people will enjoy more intelligent services and traditional service methods will be more complete. By the end of 2022, a long-term mechanism to solve the problem of the “digital divide” facing the elderly will be basically established.

  At the end of December 2020, Guangdong took the lead in the country to innovate the new service function of swiping ID cards for entry and exit registration and verifying health codes (Yuekang codes).

The "offline code" can also be printed out as a paper version and carried with you. It will be valid within 7 days from the date of generation.

At present, nearly 2 million elderly and children have applied for offline codes on the WeChat applet.

  Recently, a notice jointly issued by the Beijing Municipal Health Commission and the Municipal Office on Aging stipulates that areas and places where conditions permit should set up "no health code channels" for the elderly who do not use smartphones.

It is not allowed to use the "health code" as the only pass for personnel. For the elderly, it is possible to register with a valid ID, pass with a paper certificate, and present a "communication itinerary card" as an auxiliary itinerary certificate and other alternative measures.

In this regard, many provinces and cities have successively introduced targeted measures in key areas and industries in terms of daily travel and living consumption of the elderly.

At the same time, it is necessary to increase efforts to rectify behaviors such as refusal of cash and bank card payment.

  Recently, Beijing also announced that it will carry out a centralized rectification of cash rejections in the city, focusing on the areas of high-frequency consumption of the elderly such as retail, catering, shopping malls, parks, and basic public service fees such as water and electricity fees, and administrative fees. , To impose economic penalties on relevant entities that refuse to accept cash, and continue to rectify the illegal behavior of rejecting cash through various methods such as capturing typical cases and news media exposure.

At the same time, for the elderly high-frequency consumption places, basic public service fees, and administrative fee collection units, manual cash collection and payment channels must be set up and publicity must be strengthened; places that use unmanned sales operations should provide cash payment channels or conversion methods.

  First of all, in terms of registration, the National Health Commission requires medical institutions and related companies to improve the telephone, network, and on-site appointment registration methods.
