  According to the newly released "National Digital Economy Innovation and Development Pilot Zone (Fujian) Work Plan", by 2022, the added value of the digital economy in Fujian will reach more than 2.6 trillion yuan (RMB, the same below), with an average annual growth rate of more than 15%. It accounts for more than 50% of GDP, and will build a digital China model area, a new highland for digital economic development, a smart ocean and satellite application industry cluster area, and a "digital silk road" core area.

  The construction of the "Digital Silk Road" is an important part of Fujian's creation of a national digital economy innovation and development pilot zone.

According to the plan, Fujian will promote the construction of the "Digital Silk Road" from three aspects: improving the level of digital economic and trade cooperation, building digital cultural exchanges, and strengthening the integration and development of the digital economy of Fujian and Taiwan.

  In terms of enhancing the level of digital economic and trade cooperation, Fujian will speed up the construction of the Xiamen BRICS New Industrial Revolution partnership innovation base, in-depth advance cooperation in policy coordination, personnel training, project development and other fields; foster and promote digital exhibitions, digital marketing, digital culture, and cross-border cooperation. To accelerate the construction of the national digital service export base of Xiamen Software Park, and to create an important carrier of digital trade and a gathering area for digital service exports.

  Last year, the import and export of Fujian and the countries and regions along the "Belt and Road" was 488.19 billion yuan, a year-on-year increase of 7.2%.

Huang Maoxing, Dean of the School of Economics at Fujian Normal University, believes that accelerating the construction of the "Digital Silk Road" has become a new engine for Fujian to deepen the construction of the "Belt and Road".

  Specifically, Fujian will promote the construction of the "Silk Road Maritime" information platform, promote the integration of information resources of ports, shipping companies, logistics enterprises and port units, and provide high-quality commercial data services for members of the "Silk Road Maritime" alliance; improve Fuzhou, Xiamen and other cross-border e-commerce comprehensive pilot zones have been built to expand cross-border e-commerce cooperation with countries and regions along the “Belt and Road” to create a core area of ​​“Silk Road E-commerce”.

  At the same time, Fujian will implement the e-commerce comprehensive customs clearance project and the construction of the international channel, continue to expand the service function of the international trade single window, promote the interconnection and interoperability of the port information system of the countries and regions along the "Belt and Road"; build cross-border e-commerce overseas warehouse The big data service platform, the Maritime Silk Road Industrial Internet Innovation Cooperation Platform, the establishment of the Maritime Silk Road Industrial Internet (Quanzhou) Innovation Center, and the support of Fuzhou, Xiamen, and Quanzhou to build "Digital Silk Road" economic cooperation pilot zones.

  Constructing the "Digital Silk Road", Fujian also highlights the construction of digital cultural exchanges: promoting digital leading companies to build digital education platforms in countries and regions along the "Belt and Road" to promote educational cooperation; building a global digital education resource production base in Fuzhou and building Nanping labor The intelligent production and education integration base will carry out the training and exchange of artificial intelligence talents in countries and regions along the "Belt and Road".

  Fujian is a key hometown of overseas Chinese in China. There are 15.8 million overseas Chinese of Fujian origin, distributed in 188 countries and regions in the world.

Therefore, the construction of a public information platform for world Mazu cultural exchanges, a digital public service platform for Chinese and overseas Chinese, and a comprehensive service platform for Southeast Asian ethnic groups to find roots and ancestors have also been put on the agenda.

  According to the Fujian Provincial Development and Reform Commission, Fujian has established a digital comprehensive public service platform with overseas Chinese as the main service target, and has created overseas consulates, immigration border inspections, association links, chambers of commerce, overseas Chinese rights protection, and overseas Chinese citizens. Key foreign-related services such as alarming; build a comprehensive service platform for the Southeast Asian ethnic group to find roots and ancestors, link the blood and clan relations of overseas Chinese at home and abroad, and guide more overseas Chinese to return to their hometowns to invest and start businesses.

  Strengthening the integration and development of the digital economy of Fujian and Taiwan is the third point of effort for Fujian to promote the construction of the "Digital Silk Road".

To this end, Fujian promotes Xiamen and Quanzhou to build cross-strait integrated circuit industry cooperation pilot zones, supports the construction of high-end semiconductor materials industrial parks in Xiamen, Quanzhou, Zhangzhou and other places, attracts Taiwanese integrated circuit companies to invest in supporting industries in Fujian, and promote integrated circuits in an orderly manner.
