MCC's 2022 annual report shows that Zhang Mengxing, born in August 1963, is a Chinese national with no right of overseas residence. He graduated from the Department of Construction Engineering of Baotou Iron and Steel Institute, majoring in industrial and civil construction, and received a bachelor's degree in engineering. He is a senior engineer.
When the 2022 annual report is made public, Zhang Mengxing serves as the executive director, party secretary, and president of China Metallurgical Corporation, and also serves as a director and deputy party secretary of MCC Group.

MCC's announcement shows that on November 7, 2023, the company's board of directors received a written resignation report from executive director and president Zhang Mengxing.
A reporter from Sino-Singapore Finance noticed that the reason for Zhang Mengxing’s resignation given in MCC’s announcement was that he had “reached the legal retirement age.” After his resignation, Zhang Mengxing no longer holds any position at MCC.
