  The two departments hope to give full play to the guiding role of central fiscal funds, vigorously promote the new technological transformation of "intelligent to digital to connected", create a number of major demonstration projects, promote enterprise equipment updates, process upgrades, digital empowerment, management innovation, and promote traditional industries. Transformation and upgrading will improve the level of high-end, intelligent, and green development of the manufacturing industry, providing strong support for consolidating and enhancing the positive economic recovery, accelerating the cultivation of new productive forces, and promoting new industrialization.

  In principle, the reporting city should be a prefecture-level city or above. Local and central enterprises are encouraged to file jointly. The applying city should have a good foundation for industrial economic development, prominent leading industries, rapid growth in industrial investment and technological transformation investment, and have the characteristics of leading enterprises, aggregation of major projects, and strong demonstration capabilities; 3 should be selected in the manufacturing industry Each leading industry should be regarded as the focus of technological transformation, and the proportion of enterprises above designated size that have carried out digital technological transformation cumulatively during the implementation period should reach more than 80%.

  At the same time, it is necessary to clarify the key projects of key enterprises. Each industry contains at least one chain owner company or leading company, and each city contains at least one landmark major project with an investment scale of over 500 million yuan. After the implementation of key projects, a number of industry-standardized digital transformation and other solutions will be formed.

  The central government will provide fixed rewards to selected cities. Each selected city will be allocated no more than 300 million yuan in reward and subsidy funds. Award and subsidy funds are used by the selected cities to support enterprise technological transformation projects. The support methods are determined by the local government, including investment subsidies, loan interest discounts, guarantee fee subsidies, etc. The maximum support funds for a single project shall not exceed 20% of the total project investment.
